1. Open a new image, make sure its a square ( 400*400, 500*500 etc ) and usually the bigger the better. For this tutorial i will be using 400*400.
2. Use the paint bucket tool
and fill the image BLACK
3. Go to Filter -> Render -> Lens Flare

4. leave the defaults as shown above and put the lens flare in the top right hand corner a bit away from the edge ( as shown above )
5. Repeat steps 3 & 4 putting a lens flare in each corner and one in the center as shown below.

once you have something like above
6. Go to Filter -> Sketch -> Chrome and accept defaults

7. Duplicate the layer Ctrl+J
8. Go to Filter -> Distort -> Wave and click randomize - the accept
9. then in your "layers window" select the top layer and set the drop down box to lighten as shown below

10. repeat steps 7 & 8 until you have about six layers ( up to you really i will be using 6 in this turorial )
you should have something like this

11. Then go to Layer -> New adjustment layer -> Color balance, press OK to next box
12. Play with the colours until you have an effect you like.
heres the settings i used

you should now have a pretty good looking background to work with
